I consider second method to be more feasible of the two. In any case labourers should be recruited either in north or in south China but not in both,

North China would be suitable for employment under climatic conditions of France and other theatres where British troops are employed; they are best sited for a cold climate and least for extreme

heat.

It would be necessary to avoid interfering with French and Russian recruiting areas and Wei Hai lei would snswer this purpose. 1 think most of

the required amber of white officers and doctors could probably be obtained by voluntary enlistment of British subjects resident in China.
